Purpose

Establish procedures for responding to emergencies to protect employees, minimize injuries, and reduce property damage.


Scope

This plan covers all work locations and applies to all employees, subcontractors, and visitors.

Emergency Types and Response

1. Medical Emergency

IMMEDIATE ACTIONS:

  1. Call 911 (or have someone call)
  2. Do not move injured person unless in immediate danger
  3. Administer first aid if trained
  4. Control bleeding with direct pressure
  5. Begin CPR if needed and trained
  6. Use AED if available and needed
  7. Stay with injured person until help arrives
  8. Direct emergency responders to location

Information to Provide 911:

  • Your location (address, cross streets)
  • Nature of emergency
  • Number of injured
  • Current condition
  • Hazards present
  • Your name and callback number

DO NOT:

  • Move spine injury victims
  • Remove impaled objects
  • Give food/water to unconscious person

2. Fire

R.A.C.E. Procedure:

  • R - Rescue anyone in immediate danger
  • A - Alarm - sound alarm, call 911
  • C - Contain - close doors to slow spread
  • E - Extinguish (small fires only) or Evacuate

P.A.S.S. (Fire Extinguisher):

  • P - Pull the pin
  • A - Aim at base of fire
  • S - Squeeze the handle
  • S - Sweep side to side

When to Fight Fire:

  • Small, contained fire
  • You have proper extinguisher
  • Clear escape route behind you
  • You are trained

When to Evacuate:

  • Fire is spreading
  • Smoke is heavy
  • No extinguisher available
  • Any doubt about ability to control

3. Evacuation

Upon Evacuation Signal:

  1. Stop work immediately
  2. Secure equipment if safe to do so
  3. Exit via nearest safe route
  4. Do NOT use elevators
  5. Assist others who need help
  6. Report to assembly point
  7. Account for all personnel
  8. Do NOT re-enter until all-clear given

Assembly Points:

  • Primary: [LOCATION]

Accountability:

  • Foremen account for their crews
  • Report missing persons to superintendent
  • Superintendent reports to emergency services

4. Severe Weather

Tornado/Severe Thunderstorm:

  1. Monitor weather alerts
  2. If warning issued:
    • Move to interior room on lowest floor
    • Stay away from windows
    • Cover head and neck
    • Remain until all-clear

Lightning:

  • Stop work when lightning within 6 miles
  • Move to enclosed building or vehicle
  • Stay away from tall objects
  • Avoid water and metal objects
  • Wait 30 minutes after last lightning

Extreme Heat:

  • Provide shade and water
  • Implement work/rest cycles
  • Watch for heat illness symptoms
  • Move affected workers to cool area

Extreme Cold:

  • Provide warming areas
  • Monitor for frostbite/hypothermia
  • Use buddy system
  • Limit exposure time

5. Hazardous Material Spill

IMMEDIATE ACTIONS:

  1. Alert others in area
  2. Evacuate if necessary
  3. Do NOT touch or walk through spill
  4. Avoid breathing vapors
  5. Identify material if safe
  6. Call appropriate response (911 if serious)
  7. Refer to SDS for specific guidance

Small Spill (Qualified to Clean):

  1. Wear appropriate PPE
  2. Contain spill with absorbent
  3. Collect and dispose properly
  4. Ventilate area

Large Spill or Unknown Material:

  1. Evacuate area
  2. Call 911 and company safety
  3. Prevent others from entering
  4. Do NOT attempt cleanup

6. Structural Collapse/Cave-In

IMMEDIATE ACTIONS:

  1. Call 911 immediately
  2. Do NOT enter collapse area
  3. Account for all personnel
  4. Mark last known locations of missing
  5. Shut off utilities if safe
  6. Keep area clear for rescue teams
  7. Do NOT attempt rescue without training

7. Utility Strike (Gas, Electric, Water)

Gas Line:

  1. Evacuate immediate area
  2. Do NOT create sparks
  3. Call gas company and 911
  4. Keep people away
  5. Do NOT try to stop leak

Electrical Line:

  1. Stay clear of downed lines
  2. Assume all lines are live
  3. Call utility company
  4. Keep 35+ feet away
  5. If equipment contacts line - STAY IN EQUIPMENT

Water Line:

  1. Shut off water if possible
  2. Protect from flooding
  3. Call utility company
  4. Protect electrical equipment

8. Active Threat/Violence

Run - Hide - Fight:

RUN (First Option):

  • Leave area if safe path exists
  • Leave belongings
  • Help others if safe
  • Call 911 when safe

HIDE (If Cannot Run):

  • Find secure location
  • Lock/barricade door
  • Turn off lights
  • Silence phone
  • Stay quiet

FIGHT (Last Resort):

  • Only if life in danger
  • Act aggressively
  • Use improvised weapons
  • Work as a team

OSHA Reporting Requirements

Report to OSHA Within 8 Hours:
